The Foreign Service Officer Test (FSOT) is an examination administered by the United States Department of State as part of the selection process for individuals seeking to become Foreign Service Officers (FSOs). FSOs are diplomatic professionals responsible for representing the United States government and advancing its interests abroad. They work in U.S. embassies, consulates, and other diplomatic missions around the world, engaging in diplomacy, policy implementation, and international relations.
The FSOT has undergone significant recent changes as part of a broader State Department effort to modernize the selection and training of U.S. diplomats, with the official announcement of these reforms released on April 1, 2026 . These changes affect both the content of the exam and the overall training program for new Foreign Service Officers, restructuring the exam’s focus to prioritize specific knowledge areas while de-emphasizing others. The revised FSOT now tests applicants on American history, foreign policy concepts, and logical reasoning, while the Oral Assessment has been redesigned to focus on substantive knowledge of U.S. foreign policy, diplomatic history, and negotiation skills.
